John Skibiak
 |
John Skibiak founded ECafrique and he served as its coordinator from 2003-2006 and was also the director of Expanding Contraceptive Choice Program in Africa. He managed the Council's Africa-wide program of technical support to WHO's Strategic Approach to Contraceptive Introduction, a worldwide effort to enhance contraceptive choice and improve the quality of family planning services. |
Prior to that, he served for four years as the Population Council’s Country Representative in Bolivia. A French, Spanish, and English speaker, and an anthropologist by training, Mr. Skibiak has managed a broad range of project portfolios, all funded by bilateral, multilateral, and/or private donors. As the Bolivia Country Director for the USAID-funded Latin America Operations Research Project (INOPAL II), he founded the Council’s country office in La Paz, put in place the requisite management and financial systems, and recruited the staff needed to implement project and program activities. In Zambia and Ethiopia, he worked closely with national staff and consultants to develop programs, design proposals for donor funding, and establish offices and the systems needed to manage them. Skibiak is now the Executive Director of the Reproductive Health Supplies Coalition (RHSC), an international association of 21 donors, governments, and NGOs dedicated to ensuring the security and sustainable delivery of RH supplies worldwide.
Jill Keesbury

Jill Keesbury is the Coordinator of ECafrique, the African forum on emergency contraception and a Program Associate with the Population Council based in Nairobi. Dr. Keesbury has been with ECafrique since 2004, carrying out extensive research and network-building on emergency contraception in Africa. |
She has been actively involved in mainstreaming the method in both Francophone and Anglophone countries, contributing to national policy development processes, and conducting operations research studies in Ethiopia, Kenya, and Zambia. Prior to her appointment, Dr. Keesbury served as a University of Michigan Population Fellow in the Council’s Nairobi office and as a Senior Research Analyst at USAID’s Development Information Services. She holds a Ph.D. in International Relations from the University of Hawaii (East-West Center) where her research focused on post-Cairo policy change in South Asia.
Kathy Maina

Kathy Maina is the ECafrique Anglophone coordinator based at the Population Council’s Nairobi office.
She provides technical support for mainstreaming EC services in Kenya’s public and private sectors. She also coordinates network activities, including publishing of the ECafrique bulletin, managing the day-to -day operations of the ECafrique secretariat, and maintaining ongoing contact with individuals and organizations undertaking EC- related activities in Africa.

Prior to her appointment as coordinator, Kathy served as a field supervisor in the project on mainstreaming emergency contraception in Kenya. She is a Biochemist by training and worked for over 10 years as a medical representative with pharmaceutical companies. She has vast experience in handling communications with and coordinating training for healthcare professionals.
Faye Niang Youmane

Faye Niang Youmane is ECafrique’s Francophone Coordinator based at the Population Council’s Dakar office. A nurse midwife by profession, Y. Faye joined ECafrique after 17 years with Senegal’s IPPF affiliate, ABSEF as Director of Clinical Services. |
She has extensive experience in program management, training and workshop coordination. In her position as Francophone Coordinator, Y. Faye oversees the francophone side of the ECafrique, editing and supervising English / French translations, coordinating reader contributions and overseeing all French language communications between ECafrique and its membership. She also coordinates initiatives in francophone Africa with an aim of strengthening stakeholder support for the mainstreaming of EC services.
Lucy Ng'ang'a

Lucy Ng’ang’a is the Administrative Assistant for Emergency Contraceptive Choice (ECC) program, at the Population Council, Nairobi Office. She supports program staff by providing administrative and financial support for all project activities. |
She also oversees data related issues for all of our studies in the region including designing data entry screens, training and supervising data entry clerks and assisting with data analysis. Prior to this, she was the data coordinator for Gender Family and Development (GFD) program, one of the programs within the Council. Lucy has vast experience in data management and descriptive analysis as well as in administration. She has previously worked for the National Coordination Agency for Population Development (NCAPD) and has worked closely with Family Health Options Kenya (FHOK), a collaborating partner of Population Council.
